Aids, appliances and modifications can help you stay independent and active.

From 1 July 2026, the Veterans’ Entitlements Act 1986 (VEA) and Safety, Rehabilitation and Compensation (Defence related claims) Act 1988 (DRCA) will close to new claims for rehabilitation and compensation and DVA will consider claims submitted from that date under an improved Military Rehabilitation and Compensation Act 2004 (MRCA).

What is Rehabilitation Appliances Program?

The Rehabilitation Appliances Programs (RAP) provides a wide range of aids and equipment to assist veterans. The RAP is available to veterans who hold a DVA Health Card and supplies items such as aids, equipment and modifications to help veterans with an assessed clinical health care need, to minimise the impact of their disabilities or dysfunction, to improve their quality of life, to enable them to live safely and with independence and to facilitate their participation in the community. The RAP can also cover modifications for homes and vehicles. 

Where an item cannot be provided through RAP, or the veteran does not hold a DVA Health Card, consideration may be given to approving an aid or appliance though a rehabilitation program.

What will change after 1 July 2026?

Currently, eligibility and entitlements for aids, appliances and modifications depend on which Act you fall under - VEA, DRCA or MRCA

From 1 July 2026, all aids, appliances and modification claims and entitlements will be considered under the MRCA. There are no changes to the Rehabilitation Appliance Program (RAP) and the current provisions will continue under the MRCA treatment principles.

Veterans currently accessing support can continue to do so if they prefer or may claim under the MRCA.

Motor Vehicle Schemes

From 1 July 2026, the Vehicle Assistance Scheme under VEA will close to new claims and all vehicle assistance will be provided by the Motor Vehicle Compensation Scheme under MRCA. 

Veterans currently accessing support via the Vehicle Assistance Scheme can continue to do so or may claim under the MRCA (subject to meeting the relevant criteria).
