Coordinated Veterans' Care (CVC) Program White Card Holder Information
From 1 July 2021, eligible Veteran White Card holders with a DVA-accepted mental health condition can access the CVC Program.

Who can take part
To be eligible for the CVC Program, Veteran White Card holders must have a DVA-accepted mental health condition. They must also live in the community and meet one or more of the following criteria:
- be at risk of unplanned hospitalisation
- have complex care needs
- have a complex treatment regime.
What you need to do
You need to check that the White Card holder’s mental health condition is a DVA-accepted condition. Once this is confirmed, if the veteran meets the other CVC Program eligibility, you can enrol them in the program. You can then work with the veteran to develop their care plan and commence claiming CVC Program payments.

A DVA-accepted mental health condition is one which DVA has accepted as being related to a veteran’s military service. This does not include Non-Liability Health Care (NLHC) for mental health.

Veteran White Card holders must have a DVA-accepted mental health condition to access the CVC Program.
DVA may fully fund the treatment of any mental health condition of a Veteran White card holder through Non-Liability Health Care (NLHC).

Back to topHow to check if a condition is DVA-accepted
To confirm if a veteran has a DVA-accepted mental health condition, you can:
- get a printed list from your patient
- ask your patient to log in to their MyService account and check under the ‘Cards’ tab, or
- ask the veteran for consent and then call the Health Provider Enquiry line on 1800 550 457 to confirm the accepted mental health condition/s.
What to look for in a veteran’s MyService account
The image below is an example of what you might see when a veteran accesses their MyService account on their mobile device.
Purple box
When a listing only says ‘All Mental Health Conditions - Treatment Only’ or ‘Treatment’, this means it is covered by NLHC. If no other mental health condition is listed as shown in the green box, the veteran is not eligible for the CVC Program.
Green box
This example shows the veteran has Major Depression listed under their conditions. Because this item does not say ‘Treatment’ or ‘Treatment Only’, it means this is a DVA-accepted condition. In this case, the veteran is eligible for the CVC Program if they meet the other requirements outlined under Who can take part.

A Comprehensive Care Plan is developed for all CVC participants. The Plan should include all conditions.
You will find a White Card Holder Care Plan template in the CVC Toolbox. The template includes:
- help with identifying DVA-accepted conditions
- information on funding options for all conditions, including those where treatment is not covered by DVA.
DVA may also fund treatment for eligible Veteran White Card holders through NLHC and Provisional Access to Medical Treatment (PAMT).
